If you have no Apple Pencil or an iPad that does NOT support any Apple Pencils, when the Markup Feature is activated within the screenshot image, when you select the sketch/markup tools icon ( pencil/pen in a circle in the upper right hand corner ), in the lower tools palette, tap the 3 dots in the circle at the far right end of the tools palette and choose “draw with finger”.

To draw basic shapes just continually hand draw, with your finger a circle, line, square, etc and hold your finger at the end of the last point and your hand drawn shape will turn into a perfect circle, ellipse square,, rectangle, triangle, line, etc.

You can if you make a screenshot image of the iPad's screen/digital map image and use the Markup feature of iPadOS 14/15 and use the markup/skerch tools to draw a circle aroud the map area of interest.

The final markup image can be saved to the Photos app.
