How do you remove a phone voicemail FROM A NON-BLOCKED CONTACT from the blocked list?

How do you remove a phone voicemail from the blocked list? I'm not asking how to block/unblock a contact or caller! Just how to get the voicemail removed from the blocked list in voicemail/blocked messages. NOTE: This vm was from an existing CONTACT - a NON-blocked NUMBER!!!

VoiceMail is carrier specific service. The messages are stored at the Carrier's server end. Contact the Cellular Service provider and get to know the process of deleting from their server

Before that store all important voice mail on your iPhone and then delete from the carriers' server
