These models have a rating of IP68 under IEC standard 60529 (maximum depth of 6 meters up to 30 minutes):
Buy a device designed for underwater photography. Some cellphones are supposedly designed to high-grade military specs (Caterpillar, the construction equipment company, has their name on a line of these).
If a company does not declare "water proof, guaranteed", is a bad bet in my books. Apple does not guarantee "waterproof".
Even GoPro cameras (biking in the desert, riding on trucks in the desert or for motorcycles on the freeway, at night in the woods, etc) either specifies that a model is waterproof, or provides a plastic case for the cameras that is itself waterproof for underwater activities.

They said “6 meters depth for 30 min” not water resistant
Nowhere does Apple state any device they make are waterproof.
They clearly state they are water resistant.
I mis-stated with "bad bet". I simply meant that if you intend to use underwater, look to those who guarantee waterproof. My iPhone SE works just fine when used as intended.
