I too faced this issue then reached to nearest apple service store the technician shared that this is common in most of the devices as sometimes the data of entire phone may gets some delay to update in report, after restart or in some circumstances these data will gets updated automatically something like weekly/monthly update. so this is not abnormal.

The phone is a refurbished model with 100% battery health, the battery was at 95% when I opened the camera app and after 12 minutes of use I checked the battery and it was at 87% my friends with the same phone told me that’s not normal and I should return the phone.

Yes, that could be normal. Apple does not consider an iPhone's battery would require replacement unless it cannot maintain, at least, an 80% charge after 500 full recharging cycles.
