It is in Control Center (swipe down from top right corner of the screen) or install the Battery widget. See: Use widgets on your iPhone and iPod touch - Apple Support
There is no option to display the % permanently at the top of the screen although it is possible that will be an option in iOS16 (but there has been no official announcement of that).
