There is nothing wrong with what sberman posted. There are thousands of users that post here. He could not possibly know that YOU, aside from everyone else here, are 'not someone who knows very little about iPhones...'
Had you stated in your original post that you had a cellular model watch, then he likely wouldn't have posted the same comment. A user posting a potential solution or commenting to your question doesn't imply anything about you or your knowledge level.
When this happens to you, do you actually have your phone along with you? or is your phone left behind and you only have your watch?
I just tested with my iPhone and Apple Watch (my watch is not a cellular model) and I was always able to make a call.. whether my phone was locked, unlocked or requiring passcode to enable Face ID.. Of course I'm at home connected to WiFi.
The suggestion by MrHoffman to un-pair and re-pair your watch sounds like good next steps to me.
