welcome to the Apple Community.
seems iCloud is mainly for sync of items across devices.
Deleting photos on an iPhone or device deletes them from iCloud and everywhere that is in sync.
Seems safer to keep a copy of photos on a computer,
or to use a computer to save photos to an external hard-drive... or both so there is a back-up.
Eg: Transfer photos and videos from your iPhone, iPad, or iPod touch to your Mac or PC - Apple Support
