When I charge my iphone XR at night it’s set for optimized charging. When I unplug it in the morning, it’s down to 64%. Why is this happening?

Try to turn optimized charging off, charge it until 100% and put it back on again to see if the problem persists

Yes it does have the original battery
I just turned it off. I’ll see how it responds thanks

That's good – Apple considers 80% to be borderline unhealthy and eligible for battery replacement.
