Hello, My Apple ID was registered in US Store and later had been switched to Ukrainian Store. However any TV Series (except Apple TV Originals) are not available in that store so as my previous purchased ones are not available any more as well. Is it an issue with my account, or TV Series are not available in the Ukrainian Store at all?

That seems to be by design for any country or region. iTunes Store content is specific for each country or region. If you switch regions for your country, then any purchased content may not be available for streaming in the new country or region. Change your Apple ID country or region - Apple Support. Users are advised to download any important content before changing regions.
Availability of Apple Media Services - Apple Support. The Ukrainian iTunes Store doesn’t have TV Show content at all, only movies. The iTunes Store offers TV Shows in just 6 countries.
The purchases are not forgotten. If you switch regions again to the initial region, at some moment in the future, then the shows should become available again.

That would depend on the TV series and which service you are trying to watch it oh.
