Sync iPad with iPhone 13

If “sync the apps” means you would like both devices to contain the same apps, then that is accomplished at Settings > App Store > [Automatic Downloads] … all underlying settings = “on” on both devices.

If “sync the apps” means you would like the same app data on both devices, then the answer is much more complicated. iPhone and iPad do not sync to each other. If you really want to accomplish this, you would have to back up one device and restore that backup to the other device. And of course this would just provide an instantaneous “sync” which would end immediately.
