If your account was disabled in thenApp Store and iTunes:
If you see a message that says "Your account has been disabled in the App Store and iTunes," contact Apple Support for help.
If your Apple ID was permanently banned, that’s something between you and Apple, and nobody here knows anything about that, other than that the banned Apple ID and all associated with it are now inaccessible.
