it says the apple ID has not yet been used in the iTunes Store.
If you get a message -> Your purchase could not be completed, you need to update your payment method or add a new one.

I tap review and then on re-entering the Apple ID and password it fails to login
When you get that message on your screen, tap Review -> review your account information.
Click Review repeatedly.
Some people have only had a response after a second or subsequent click.
Try to download a free app at the App Store.
Log in at appleid.apple.com and make sure you have payment information stored there.
