Why do only some Messages sync to my Macbook?

I thought with Messages in the cloud, messages were meant to be kept synced between phone/Mac? It doesn't seem to happen for me, some of them sync over, some don't.

There doesn't seem to be a pattern - some do, some don't. I mostly use Messages for things like verification texts for when you sign into online services etc, some of them show on my Mac, some only show on my iPhone.

What gives...?

With Messages in iCloud check in the iDevice >> General >> Messages and " Text Forwarding " is Enabled

Still on the iDevice and Messages and make sure the Computer By Name is listed and slider to Green is enabled
