I had new battery installed, it will not charge.
Is there a setting that is causing this?

Had the battery replaced by whom, exactly? If Apple, take it back to Apple. If by someone other than Apple or Apple Authorized Service Provider, take it to them. And if not by Apple, Apple will not service your phone with aftermarket parts in it.
