It sounds like you're getting screenshots of wallpapers from somewhere rather than using the built in wallpapers. You may need to find another source for the wallpapers.
It was surely the day and time when Apple announced the iphone.

As soon as it deploys it changes to the actual date as if by magic.
You do realise that the time/date in question changes to the real time/date when set?

it is a generic non-offensive time and date that Apple uses to save time and money instead of writing code that has correct time on a temporary page you may never see or use.

In the upcoming release of iOS 16 the Lock Screen will be more customizable. I’m not sure about the date, to be clear but the new iOS is usually released in September.
