Iphone frequetly drops navigation and internet when traveling.

Turning phone off and on or toggling the Airplane mode doesn't always work to get connected. Getting stuck with the navigation off is really difficult when driving.

Loading circle at the top of screen There is a constant loading circle at the top of my phone. Next to the Wi-Fi symbol. I read some other threads and tried checking my updates (I’m up to date), turned background app refresh off and tried airplane mode. Still have the loading circle. The only time I can get it to stop is by disconnecting from the Wi-Fi (which I thought airplane mode did anyway). I guess my question is what could be accessing the network and how do I find it or turn it off?
