Do you have more than one email account on the iPhones? If you go to Settings>Mail>select the account you cannot send email with>Then check SMTP server listed? Do you have more than one SMTP server listed?
I would then contact your email provider, as indicated in the support link provided to see if they can help troubleshoot the problem with one account since the other one works.
So you removed the account from the iPhone that you cannot send mail from, then power the iPhone off and back on again, then add the mail account back?
Not being picky, but I asked more than 2 questions. So, yes and yes, so I wonder which of the questions you are answering. I'm having to guess here, but do you see an error message when you go to send mail? Can you send mail on only one device or neither device?
One phone can send email other one I cannot. Get a message saying doesn’t recognize outgoing server, but using same outgoing address for same server. Have deleted and reinstalled email account. Did not help.
