How do I quit an app if Force Quit doesn't work?

I am trying to uninstall an app, but the system will not let me because it is running in the background. Quit and Force Quit are not working. Restarting computer not working. What next?

Force Quit will only affect graphic processes - it doesn't affect background processes.

The easy way to force it is to reboot your machine - that obviously stops every process (although it may auto-start on the reboot).

The second way is to drop to the shell (via Terminal.app) and use the ps command to find the process ID, followed by the kill command to terminate the process (bearing in mind it may be set to auto-restart).
