DEP enrolled ipads under wifi > network name > info say "DNS requests are being routed by iCloud Private Relay for this Wi-Fi network"

The iPads are DEP enrolled and don't appear to use iCloud+, so how are they getting iCloud Private Relay, is this product built into enterprise products, or with DEP enrolled devices? IOS is 15.6.1 and models are 6th and 9th gen. This notice has persisted for several iOS versions. I'm trying to understand what this prompt is telling me, and how that feature is on, to begin with.

Private Relay is a new feature within iPadOS15 - this feature being openly declared in iPad settings as a “beta” feature.

During extensive testing, with Private Relay being disabled in iPad/iPhone settings, I have noted occasional appearance of misleading prompt information that suggests that traffic is being routed via Private Relay. These prompts seem to occur, occasionally, when using policy-configured DNS settings - such as when using DoH or DoT transport protocols to securely resolve DNS queries.

My own testing and traffic analysis suggests that, with Private Relay disabled in device settings, the prompts that you see are likely to be erroneous.

Here is an example - noting that iCloud Private Relay has been positively disabled in iPad settings - but with DoH (DNS over HTTPS) enabled via applied policy.
