my special needs son needs his passwords reset but we can't remember password to iCloud.com account or his verification questions

THIS IS NOT ABOUT MY IPHONE, it is my son's and he is special needs. He had an Occup. Coach to help with his computer, iPad, etc., but that person is no longer around. How can I reset my son's Apple ID if we also don't have the password to his email account and did not set up verification questions? Can we just start a brand new Apple ID and email account? He wants to get back on the Facebook thread for the car club he and his dad are in, he can't add apps, etc. on his iPhone and we can't get on his email account.

iPhone 11, iOS 15

For the email account, go to the email provider's website, and in the log in area, there should be a Forgot Password option.

For the security questions, if you are being told there isn't enough information to reset them, contact Apple ID Support.

If you don't know the answers, if the steps in the article below don’t work, contact Apple ID Support, although based on multiple posts I have read, they will not help you recover the answers to your security questions.
