The Bluetooth PAN feature is not offered in Monterey.

You can try How to set up a Personal Hotspot on your iPhone or iPad

It is doubtful a new feature will be added this late in the Development Cycle of Monterey as Apple seems to have switched Development to the anticipated release of macOS 13 Ventura

Can you tell us in what context you would use Bluetooth PAN? Probably there is a different way. I have not seen anyone using ut to connect to the internet in many years…
