I'm unable to verify the debit card and it won't let me add another card. How can I solve this so I can pay for apps with Apple ID?

I'm being prevented from making purchases on apple id

the exiting card needs verifying but I don't have it anymore so cannot add the last three digits

neither can I delete it the exiting card nor add another card.

I've tried to update the wallet but that doesn't work either

how can I update Apple ID

changing the location and deselecting location in settings was able to fix this using a YouTube video.
