how to remove activation lock to a phone that i found

i found a phone and i tried setting it up with my iphone because i don't know the passcode but it asks for an apple id which i dont know .

You don’t. You turn the phone in so if the owner can be found they get their property back.

If you can't reach the previous owner whose ID is on the device and have them go to https://www.icloud.com/find/, erase the device, then remove it from their account, then the device is useless. Apple won't unlock it.

Turn off Activation Lock - Apple Support. *
