When watching the "Surface" series in the Apple+ app, on my LG QLED TV, background music and noise appears normal, but voices are horribly garbled -- barely detectable. This seems to happen only in the "Surface" series, not in other shows on the Apple+ app. I'm on Comcast Xfinity, if that makes a difference.

Could it be that your device is to for surround sound, but you have stereo speakers? Then most of the dialog is neither in the Left of Right speaker, but aimed at the nonexistent Center speaker.
I checked, and the problem is throughout the Apple TV+ app. No voices, but background music and sound is OK. I think Urquhart1244 is right: Apple thinks I don't have a center speaker, but my Onkyo controller has left, middle, right, and woofer hooked up. Only Apple misconfigures my speaker arrangement. Is there any way to tell the Apple TV+ app what my speaker configuration is?

The Apple TV+ app should follow the device/TV configuration for audio setup. There are no app-specific settings for speaker layout or even audio format. I am not familiar with the options of your TV or Onkyo controller.
Intriguing answer. I'll have to check if I'm getting sound through my center speaker. But it's odd that it only seems to happen on a single series (Surface). I believe the series sound is screwed up, but if no one else complains about it, it might be what you suggest. I'll look into it. Thanks!
