If we understand your post correctly, you want to know how to confirm that text and phone messages were received. We'd like to help!
For text messages, with a message thread open, tap on the contact name, then tap the "I" at the top of the screen. You'll then see an option to turn on Send Read Receipts. The contact you're messaging would need to turn this on in order for you to see when they read your messages.
There is no way to confirm if a voicemail was received or not. Voicemail is a carrier feature. You could reach out to your carrier and asked how to confirm them.
