What does it mean when you are trying to charge the ipad and it says unlock ioad to use accessories
when I am trying to charge it it says USB Accesorry- unlock ipad to use accessories

That's a safety feature to prevent unauthorized devices to connect to your phone. The feature can be turned off by going to settings > Face ID & Passcode and turning 'USB Accessories' off.
