How do I update my iPhone X to iOS 15 with mobile data or on a computer/laptop? pls

That’s the issue I’m having right now because my Wi-Fi connection has become inactive, it won’t turn on. Been like this a while now. Worst of all the Bluetooth, Hotspot and AirDrop has gone inactive also

If Wi-Fi and Bluetooth won’t turn on the radio microcircuit that provides both functions has failed. You need to get the phone serviced.
You can try reset network settings, and update using your computer, which might (but probably won’t) fix the problem.
It depends on what iOS version that you are in. I had iOS 15.6 and wanted to update to iOS 15.6.1 on iPhone SE (1st Gen) it offered to download over Mobile Data, please see the pic below
I got iOS 13.6 currently and I got to upgrade it if not I can’t access some apps on the AppStore

Did you notice the message in the image you provided. It is telling you that your iPhone needs a Wi-Fi connection (with Internet access) to be able to upgrade your iPhone from iOS 13.x to 15.x.
