I click I forgot my password and it says that my Apple ID is not active.

I am trying to set up iCloud and it ask for my password and I click forgot my password it keeps bringing me back this Apple ID is not active. Please let me know how I can continue. How do I get this fix so that I can get on my Mac air laptop.
