Fix: edit payment method iPhone greyed out
Change your region in Settings -> General -> Language & Region. Your iphone will reboot. Change it back. Your iphone will reboot and then will ask if you want to add payment method.

If you Change your Apple ID country or region, you need to have
- a debit / credit card issued by a bank in that new country..
- a billing address in that new country.
Then -> Sign in to your Apple ID account page and edit / update your Apple ID details.
- On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.
- Change also your billing address.
