Hello cailey34,

It looks like you're stuck going around in a circle. You came to the right place for help!

The latest version of watchOS for Apple Watch Series 3 is 8.7.1. Having said that, are you following these steps when you try to update the watchOS software: Update your Apple Watch - Apple Support? If not, please start there. Follow the steps to update directly from the Apple Watch.

Update directly on your Apple Watch

If your Apple Watch has watchOS 6 or later, you can install subsequent updates without your iPhone:
1. Make sure that your watch is connected to Wi-Fi.
2. On your watch, open the Settings app.
3. Tap General > Software Update.
4. Tap Install if a software update is available, then follow the onscreen instructions.

If those steps do not work, follow the steps in the section labeled "If you need help updating" from on the same page:

1. Make sure that your Apple Watch connects to its charger
2. Restart your Apple Watch. Press and hold the side button until you see Power Off, then drag the slider. To turn your watch on again, press and hold the side button.
3. Restart your paired iPhone.
4. Try to start the update again.

If the update won't start, open the Watch app on your iPhone, tap General > Usage > Software Update, then delete the update file. After you delete the file, try to download and install watchOS again.

Learn what to do if you see 'Cannot Install Update' when updating Apple Watch.

Once you get the software on the Apple Watch updated, you should not have an issue with pairing the Watch to the iPhone. If you still need more help with updating, you'll want to contact Apple Support for help directly: Contact Apple for support and service - Apple Support.

Kind regards!
