How do I unlock my download for apps?

Here is what to do: If your Apple ID is locked or disabled - Apple Support

Per Apple: If you see a message that says your account has been disabled in the App Store and iTunes Store, contact Apple Support for help.

There is nothing you can do to clear an Apple ID that has been disabled in the App Store and iTunes, other than to contact Apple. (That’s not us. We’re other users, like you, and not folks that work for Apple.)
