Why can’t I download apps?

Why is my phone not letting me download apps and it says my iTunes and iCloud where disabled. I loved out of it to see if it would help now I can not get back in because it says it was locked can u help me fix it?

iPhone 12, iOS 15

There's a problem with your iTunes Store account information which can't be fixed from your end. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.
