Apple id age - who's counting?

I wanted to add apple pay to my daughter. This cannot be done. Ok, the daughter is in the family cloud - so you have to unplug it in the end. Especially since she has already turned 13 (UK). Unfortunately, the family cloud does not allow me to unpin her account because apple id cannot count.

So who counts the dates in apple id?
