Why is my sim card locked,,,paid my phone and service I don't understand why I cant use my own phone?

Apple cannot "lock" a SIM card. This would be something carrier-related or an option chosen by a user.
Did you happen to enable something called a SIM PIN? This is a PIN that is required every time you restart your phone in order to activate the cellular data. It's a security feature and not something that is automatically enabled.
You can have the carrier help you remove a lock on a SIM card.
