Inquiring about a used ipad
I have received an iPad with Houston Thibodeaux laser etched into the back. I would like to return the iPad to this person, or receive the username password to unlock and use

Depending on how the iPad was set up, you may get
some information about the owner.
Apple does not get involved in tracking lost/stolen iPads.
iPadOS provides a way for the owner to leave contact
information on the iPad screen; if the owner has chosen
not to avail themselves of this feature, there is no way
to get the owner's information.
There is no workaround for the security features of Activation Lock.
