How do I upgrade to at least iOS 13 on my iPhone 6. I ‘m at 12.6 and it says I am up to date? I need an app that requires at least 13

Not possible to update the iPhone 6 to anything higher than iOS 12.5.6. That is the end of the road for the iPhone 6.

An iPhone 6 isn't capable of 13 or above. Try downloading the application to a newer unit on the same Apple ID first.
