Issue with child under 13 Apple ID, possibly hacked

Two years ago I set up and Apple ID for my then 4 year old son using family sharing because we needed an e-mail for him for virtual classes for his preschool and I could have a ton of school emails coming into my email.

I just tried to log into the email for it and it said my password was wrong. I tried to reset the password but the phone number has been changed on it.

Since his Apple ID is under my Apple ID is there a way for me to get the account back from whomever took it?
