My apple store and iTunes Store is disabled and I can’t download anything nor update and it won’t allow me to add a card and I change my password nothing is working pls help

Please help my Apple Store and iTunes Store is disabled I’ve tried to download games or download apps and I cannot do that or I cannot update any apps Afshar Washington videos on how to do I’ve reset it my password my iCloud password for free said it my iCloud account not reset but I’ve sign out of my iCloud account and it’s still nothing has worked so please help because I cannot do anything with my iCloud account saying is disabled please and thank you
