My phone is not updated to the latest update and not all app are allowed to download. Am even having problems to download email on the phone, which is my biggest problem.
so I saw update I wanted to do that now.

An iPad Air can be updated to 12.5.6.
Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Try a forced restart. See the section towards the end of the article.
Reset Device. -
If necessary
Hard reset. -
Do a backup and try a factory reset. Then restore from the backup.
Restore - If you see an error when you update or restore your iPhone, iPad, or iPod. *
Backup - Restore your device from an iCloud or iTunes backup.

Can an IPad Air still be updated to IOS 12.5.6 ? I've selected the update on my IPad but seem to be stuck in the "estimating time remaining" stage and the 'resume download' button is grayed out so I can't select it. The IPad is plugged in and connected to WIFI so I'm not sure what else to do.
"iPad Air 2 and later".
Am still unable to download the new ISO update why?
