Why is there NO "ADD" button in my apple wallet (when double click right side button to open the Wallet app),

But there is an "ADD" button in my apple wallet when going directly to the app, such as search, or scrolling screens to the Wallet app?

Double clicking the right side button is designed for use when you are want to use the Wallet to make a payment, not when you want to add a new card.
