Need a help for empty my credit balance

I would like to change the country region . to do that i need to make my credit balance 0.00 Amount.

iPhone 11 Pro Max, iOS 15

Hello ~If you are trying to zero your balance before changing regions…you may purchase an item from the App Store for more than your balance and the remainder will be billed to your credit card on file thus zeroing your balance . You may also go to upper right hand corner and click on Get Support and they can zero it for you or:

Contact Apple for support and service

The problem is i’m out of . United Arab Emirates. I don’t have credit or debit card which belongs to United Arab Emirates . My current region in my cell phone is United Arab Emirates . But i do have a USD credit card belong to other country . But still does not work in this store United Arab emirates . I do have a balance in 2.63AED i want TO make it 0.00AED SO THAT I CAN CHANGE THE COUNTRY RRGION AND UPDATE THE MY CREDIT CARD IN THE DIFFERENT REGION .

please help me with that to make it zero balance .
