1) There needs to be some way to easily report spam or phishing or smishing TEXTS the way you can report SPAM emails. Too many of these are happening.
2) iIs there a free or not very expensive app to block spam texts and/or phone calls?

Your cellular carrier controls SMS.
Contact them on how to report spam text, they all provide a way to do it.
Contact your cellular carrier about an app they might provide to stop spam text or calls.
T-Mobile has scam shield, ATT has Active Armor.
