I deleted my notes from iCloud to manage iCloud storage and I didn’t save them in any of my devices , so is there is any way to get them back?

If there was no back up and no restore files I am not sure there is any other options.

Did you make a backup before you deleted them?

When you go to iCloud.com.sign in>account settings>restore files (should be at bottom of page) do you see anything?
