You will have to restore your iPhone to factory settings on your computer. Then set it up as a new device without using the latest backup, as the Screen Time passcode is part of the backup in iOS 12 and can't be reset individually.

Only if your iOS is 13.4 or higher, the ScreenTime passcode can be reset without erasing the phone.
