Is there a way to tell when a contact was deleted from the find my app & how can it be reinstated using an iPhone back up?

The Find My app, holds no contacts whatsoever.
In the People tab you can see people that have chosen to share their location with you. If they have stopped sharing their location, then they will no longer appear there.
People that share their location with you, are not backed up. They are only there because they have chosen to share their location with you. You cannot unilaterally force them to share their location with you if they don't want to.
