why is the SIM tray in my iPhone 13 Pro Max able to fit only one nano-SIM card?

Because that's how they are made.
One physical sim and one esim.

Only iPhones manufactured for China, Macao, HongKong markets have that feature.

Because, all physical SIM card trays in the iPhones can only hold a single SIM card.
Apple only sells two types of iPhones:
- Those that have one single physical SIM card slot and one eSIM.
- Those that have two physical SIM card slots.
Dual SIM tray
