In my iPhone settings it says “your data is ready to be moved to your new iPhone. This iCloud back up will be deleted in 17 days”

my iPhone 11 has broken so I'm using my old iPhone xr

It sound like you used temporary storage to backup. See: Get temporary iCloud storage when you buy a new iPhone or iPad - Apple Support
