If it's an M1 or M2 mini, not at all. If it's an Intel mini, you'd have to first install a virtual machine (Parallels, VMware, Virtual Box). Then install an older OS within that VM that is suitable for CS5. High Sierra would be the newest you could use and still have the software operate. But an older OS would be better, such as Mavericks. Once the OS is installed in the VM, then you can install and run CS5.
However, Adobe has shut down the activation servers for it and CS6. You can still get them to install and run, but it takes a few rounds of the software asking you to activate it before it finally lets you do a manual activation. Also, a VM is literally a virtual computer. It may share the CPU, but among other things, it emulates its own video hardware. And it is not accelerated, or anything you'd call fast. Expect graphic intensive apps to lag a bit.
