Your Mac is apparently too old to be able to run Monterey.
Click on the in the menu bar and select “About This Mac”.
What model and year is your Mac and what version of macOS is it running now?
Then you can install Big Sur.

Be aware no 32bit software will run in Big Sur. You can check what you may have with Go64.
Catalina 10.15 requires a Mid 2012 or later MacBook Air. If you don't have that, you will have to use something besides the Microsoft products such as LibreOffice.
Look into the Free LibreOffice, it handles MS Office files like Word & Excel, & Page Layout…
