Is there any way to copy a Microsoft Access database file to an iPhone, and be viewable?

There are a number of database apps in the app store, and some of them can import an Access database. Depending on how complex the Access structure is, you may be able to export it to Excel, and you can get Excel for your iPhone. You can also open most Excel files with Apple’s Numbers app, which is included with your iPhone.

I'm not aware of one, but then I've not searched for one, but I do know that an Access database file and Apple do not mix.

To add to what Lawrence said, whomever has the Access file, if you want to export the tables as Excel files and view the content, but that will not allow you to do anything else to the tables. You can sort and view, but it depends on what you are trying to do with the database file.
